BEPC is actively looking for a Software Development Project Manager!

W2 Contract – 12 months with possible extensions!

Pay Rate: $95.00 - $99.00/hour - Determined based on experience

Work Schedule: 100% remote | within the United States

Work Hours: Monday – Friday, 8:00 AM – 5:00 PM CST (occasional evenings/weekends as needed)

Note : This is a W2 only role — C2C, C2H, and W2 referrals will not be considered

BEPC is actively seeking a Senior Project Manager to support the delivery of software applications and IT infrastructure projects. Reporting to the Assistant Director of the IT PMO, this role will lead Agile software development teams through the full SDLC to deliver high-quality solutions aligned with Texas legislative and strategic priorities. The position requires strong leadership, stakeholder management, and Agile project management expertise, preferably in the education sector.

Summary of Duties and Responsibilities:

• Process Consistency (20%) – Develop and maintain processes for scope management, scheduling, and budgeting.
• Deliverable Quality (20%) – Monitor and ensure application quality, track improvement measures, and deliver on budget/scope agreements.
• Stakeholder Satisfaction (20%) – Build strong stakeholder relationships through communication and feedback management.
• Leadership (20%) – Oversee project staff, resolve issues, mitigate risks, and drive accountability across teams.
• Vision (20%) – Define and communicate the application and technology roadmap, ensuring alignment with TEA strategic initiatives
• Additionally, the Project Manager must demonstrate five performance competencies:

• Growth Mindset & Continuous Improvement
• Initiative & Influence

Qualifications:

• Bachelor’s degree (required): in Computer Science, Information Technology, Business Administration, or a related field.
• Master’s degree (preferred): in Project Management, Information Systems, or Business Administration (MBA) is a plus.
• 8+ years working with software application teams using SDLC, PMLC, and Agile Scrum methodology.
• 3+ years working with Power BI.
• 3+ years working with Data Lake technologies

Preferred Qualifications:

• Scrum Master experience.
• Strong Agile/Scrum leadership background.
• PMI Certification (PMP, PMI-ACP, or equivalent).
• Experience working in or with educational institutions or state agencies.
• Strong communication, stakeholder management, and risk mitigation skills.
• Demonstrated ability to work effectively in fully remote environments.
